Letters of marque and reprisal.   (Pronounced mark and rih-PRIZE-ul.) Government-issued licenses authorizing owners of private ships to capture enemy vessels or seize their goods during wartime. (Marque and reprisal have almost the same meaning, which is the use of force to retaliate for damage or loss caused by someone else.)
