Constitution.   An established form of government; a system of basic rules and principles that determine how a state or nation is organized and governed. (A constitution is of higher authority than any law enacted by a legislature. In the United States, all laws, treaties, and court decisions must be in harmony with the Constitution, and all federal and state officials are required to support the Constitution.
